Amends Oklahoma alcoholic beverage license fee structure by establishing annual fees for 41 different license types issued by the ABLE Commission, ranging from $1.00 for Charitable Auction licenses to $3,125.00 for Rectifier and certain Distiller licenses.

Adds administrative fees to mixed beverage licenses ($500.00) and mixed beverage/caterer combination licenses ($250.00), with exemptions for qualifying service organizations and fraternal beneficiary societies under IRC Section 501(c)(19), (8), or (10).

Implements annual surcharges on 17 license categories including nonresident seller ($2,500.00), wine and spirits wholesaler ($2,500.00), and various retail licenses ranging from $25.00 to $450.00, with surcharge revenue deposited into the Alcoholic Beverage Governance Revolving Fund.

Specifies license validity periods: one year from issuance for most licenses, two years for employee licenses, with no additional exchange fees when converting bottle club licenses to mixed beverage or on-premises beer and wine licenses.

Becomes effective November 1, 2025.
