Creates the Oklahoma National Guard CareerTech Assistance Program to provide tuition assistance to eligible Oklahoma National Guard members enrolled in technology center schools, with assistance limited to a maximum of 3 years.

Establishes eligibility requirements including current Guard membership in good standing, high school diploma or GED, at least 1 year remaining on enlistment contract, and written agreement to complete service obligations and serve actively for 24 months after completion of assistance.

Requires recipients to maintain good academic standing with minimum 2.0 GPA, satisfactory National Guard participation, and possess a Military Occupational Specialty (MOS) or Air Force Specialty Code (AFSC) after first semester; failure to comply may result in denial of continued assistance or required repayment.

Mandates exhaustion of all available federal education benefits for vocational training before accessing this program assistance, and allows hardship waivers for repayment obligations.

Creates the Oklahoma National Guard CareerTech Assistance Revolving Fund in the State Treasury funded by state appropriations, with the State Board of Career and Technology Education managing expenditures; effective July 1, 2025.
