SB 32 Summary

• Expands educational assistance to include program fees, academic service fees, and any other course fees for Oklahoma National Guard members, with the Oklahoma State Regents for Higher Education and Military Department jointly reviewing which fees are eligible.

• Limits undergraduate assistance to a maximum of 120 credit hours and graduate assistance to 40 credit hours, with the Military Department authorized to establish a cap on program participation per semester.

• Adds requirement for members to possess a Military Occupational Specialty (MOS) or Air Force Specialty Code (AFSC) after their first semester to retain eligibility.

• Modifies denial reasons to include failure to comply with retention requirements in subsections F paragraphs 1, 2, 3, 4, or 5 (previously 1, 2, or 3).

• Becomes effective July 1, 2025, with emergency declaration allowing immediate effect upon passage and approval.
