State Treasurer authorized to issue transaction cards to Oklahoma citizens to make purchases debited against gold and silver deposits held in a bullion depository created or contracted by the Office of State Treasurer.

Office of State Treasurer must provide procedures for account information sharing between depository and Treasurer (with account holder consent) and develop a fee structure for both entities to be paid by account holders.

Gold and silver deposits in the bullion depository and transactions using the transaction card are considered legal tender under authority granted states in Section 10 of Article I of the United States Constitution.

Gold and silver held in the depository are not considered commodities, and transfers, buying, or selling of these metals for transactions are considered exchanges of currency rather than commodity exchanges.

State Treasurer authorized to promulgate rules to implement the act, effective November 1, 2025.
