Amends 63 O.S. 2021, Section 1054 to update definitions in the Oklahoma Housing Authorities Act and modernize statutory references throughout the section.

Expands "area of operation" for city and county housing authorities to allow construction or rehabilitation projects anywhere within the state, provided the authority consults with affected cities, counties, and other active housing authorities where projects are located.

Updates "Federal government" definition to replace reference to "Public Housing Administration" with "United States Department of Housing and Urban Development."

Modifies "housing project" definition to clarify that projects located in expanded areas of operation are limited to construction and rehabilitation activities and exclude certain subsidy provisions.

Renumbers and reformats 17 defined terms in the Act using standardized numbering (1-17) and changes terminology from "includes" to "means" for consistent statutory language.
