Requires any person, firm, or corporation operating a railroad train carrying freight in Oklahoma to maintain physical copies aboard each train of: the cargo manifest, the Emergency Response Guidebook (U.S. Department of Transportation hazardous materials manual), and identification cards showing crew member qualifications.

Authorizes the Department of Public Safety to issue citations for violations of these requirements.

First offense violations subject to fines of $250.00 to $1,000.00.

Second offense violations within three years subject to fines exceeding $1,000.00 but not exceeding $5,000.00.

Third or subsequent offense violations within three years subject to fines exceeding $5,000.00 but not exceeding $10,000.00; act becomes effective November 1, 2025.
