SB 345 Summary

• Amends the Oklahoma Underground Facilities Damage Prevention Act by modifying definitions in 63 O.S. 2021, Section 142.2, including updates to statutory language and references.

• Adds four new definitions: "Design" or "survey" (notice to facility operators during project design phase), "Watch and protect" (operator presence within 10 feet of marked underground facilities during excavation), "Pre-excavation meeting request" (notice for large project coordination), and "Large projects" (excavations exceeding defined distances or lasting more than 90 days).

• Updates the "Public agency" definition to clarify it includes state boards, commissions, agencies, and counties.

• Clarifies "Underground facility" definition to reference federal regulations for gas pipelines (49 CFR Part 192.1) and hazardous liquid or carbon dioxide pipelines (49 CFR Part 195.1).

• Takes effect November 1, 2025.
