Amends 11 O.S. 2021, Section 43-103 to prohibit municipal governing bodies from implementing minimum parking requirements when making regulations regarding buildings, structures, and land.

Preserves eight existing objectives for municipal regulations including lessening street congestion, ensuring fire and safety, promoting health and welfare, providing light and air, preventing land overcrowding, promoting historical preservation, avoiding population concentration, and facilitating adequate public services.

Requires regulations to be made with reasonable consideration of district character and suitability for particular uses while conserving building values and encouraging appropriate land use.

Requires the governing body to establish procedures for determining, establishing, enforcing, amending, supplementing, or changing regulations, restrictions, and district boundaries.

Becomes effective November 1, 2025.
