Requires all Oklahoma higher education institutions and accredited private institutions to report quarterly funding from foreign sources exceeding $50,000 in value to the Governor and legislative committees.

Reports must include the funding amount, description and purpose, detailed information about the foreign source, and copies of any related contracts or agreements.

Reports must be posted on the institution's website as public records subject to the Oklahoma Open Records Act.

Institutions face fines up to $10,000 per incident for willfully failing to report foreign funding, with fine amounts and unreported funding deposited in the General Revenue Fund.

Exempts tuition and related fee payments from individual foreign students from reporting requirements and becomes effective July 1, 2025.
