Removes the requirement that municipalities deposit copies of compiled penal ordinances and biennial supplements in county law libraries free of cost.

Requires municipalities to adopt a resolution notifying the public when penal ordinances are compiled and published, with a copy filed in each county clerk's office.

County clerks must assign filed resolutions a book and page number for reference purposes.

Maintains that compiled and filed ordinances shall be judicially noticed in all court proceedings, with county clerk filings serving as satisfactory proof of compliance.

Becomes effective November 1, 2025.
