Amends the Oklahoma Underground Facilities Damage Prevention Act by updating definitions in Section 142.2 of Title 63 O.S. 2021.

Modifies the definition of "Public agency" to replace "the this state" with "this state" and clarifies it includes any board, commission, or agency of the state, or a county of the state.

Updates statutory references by changing "CFR" to "C.F.R." in the definition of "Underground facility" for consistency with federal pipeline regulations in 49 C.F.R. Parts 192.1 and 195.1.

Adds four new definitions: "Design" or "survey" for notices during project design phase, "Watch and protect" for operator observation within 10 feet of facilities, "Pre-excavation meeting request" for large project planning meetings, and "Large projects" defined as those exceeding specified distances or lasting more than 90 days.

Becomes effective November 1, 2025.
