Prohibits railroad companies from operating trains exceeding 8,500 feet in length or longer than the shortest siding/passing track on the route, and bars routinely blocking intersections for more than 10 minutes

Establishes civil penalties of $500 to $1,000 per foot for trains exceeding the length limit when the Transportation Commission finds willful violations

Imposes fines up to $250,000 for grossly negligent violations or repeated violations that cause imminent threat of death/injury or actual death/injury to persons

Authorizes the Attorney General to initiate civil actions to collect penalties at the Transportation Commission's request, with a 3-year statute of limitations

Directs all collected civil penalties to be deposited in the State Transportation Fund; effective November 1, 2025
