Service Oklahoma may check National Highway Traffic Safety Administration data to identify vehicles subject to open recalls prior to issuing or renewing motor vehicle registrations.

Service Oklahoma may provide written notice to vehicle owners of all applicable open recalls at the time of registration or included with renewal notices.

Recall notices must describe each open recall and state that repairs may be completed by manufacturer-approved dealers at no cost to the owner, except as provided in 49 U.S.C. Section 30120.

"Open recall" is defined as a safety-related federal recall requiring repairs by authorized dealers, excluding recalls for labeling/notification defects or manufacturer repurchase remedies.

Service Oklahoma employees and the Executive Director are protected from liability for acts or omissions related to recall notices except in cases of gross negligence; the law does not alter liability of vehicle manufacturers or dealers.

The act becomes effective November 1, 2025.
