Amends 74 O.S. 2021, Section 61.8 to add the Grand River Dam Authority to the list of entities exempt from Long-Range Capital Planning Commission requirements regarding land and property management.

Requires state agencies to obtain approval from the Office of Management and Enterprise Services before entering into or renewing real property leases, and approval from the Director before purchasing property or constructing buildings.

Mandates the Office of Management and Enterprise Services determine if existing state-owned property can be reused before approving new leases, purchases, or construction; requires notification of the Oklahoma Historical Society for properties on the National Register of Historic Places.

Requires all real property transfers between state entities to be approved by the Long-Range Capital Planning Commission, with unapproved transfers subject to reversal and return to original owner within 30 days.

Requires the Office of Management and Enterprise Services to publish an annual report by February 1 detailing state property sales, lease reductions, and Maintenance of State Buildings Revolving Fund activity to the Governor and Legislature.
