Prohibits school district personnel from using corporal punishment on any student identified with a disability in accordance with the Individuals with Disabilities Education Act (IDEA).

Removes previous language limiting the prohibition to only students with "the most significant cognitive disabilities" and eliminates the requirement that corporal punishment be addressed in an individualized education program (IEP).

Eliminates the waiver provision that previously allowed parents or legal guardians to provide written consent authorizing corporal punishment on students with disabilities.

Defines "corporal punishment" as the deliberate infliction of physical pain by hitting, paddling, spanking, slapping, or any other physical force used as a means of discipline.
