Authorizes the Oklahoma State Bureau of Investigation (OSBI) to respond to mass casualty events caused by violent crime without a request from local law enforcement and to coordinate with responding local agencies

Defines "mass casualty event" as an incident resulting in at least 3 injured individuals, requiring more emergency resources than typically available in that jurisdiction, and causing a sudden surge of people needing emergency services

Creates the "Mass Casualty Revolving Fund" in the State Treasury for OSBI to investigate mass casualty events, funded through legislative appropriations, federal grants, and other sources

Fund operates as a continuing fund not subject to fiscal year limitations, with expenditures made through warrants issued by the State Treasurer
