SB381 Summary

• Restores firearm rights to individuals convicted of nonviolent felonies who receive a full and complete pardon, including the right to possess firearms and apply for handgun licenses under the Oklahoma Self-Defense Act.

• Allows persons convicted of nonviolent felonies to regain limited firearm rights (non-semi-automatic firearms only) and apply for handgun licenses after completing their sentence and maintaining a clean record for 5 years, with rights forfeited upon any subsequent conviction.

• Prohibits certain nonviolent felony offenders from rights restoration, including those convicted of child endangerment, domestic abuse, incest, indecent exposure, sexual assault, stalking, protective order violations, and sex offender registration violations.

• Adds new subsection D prohibiting firearm possession by persons on probation, parole, or under supervision for any felony or alternative court program, restricting access in vehicles and residences during the supervision period.

• Becomes effective November 1, 2025; includes updated statutory language and definitions for sawed-off firearms, altered weapons, and alternative court programs.
