SB388 Summary

• Charter school and virtual charter school students are eligible to participate in extracurricular activities offered by their resident school district only if the activity is not offered by their charter school and has no associated course requirement.

• Charter school and virtual charter school student eligibility for extracurricular activities must comply with the resident school district's eligibility rules and policies as well as school athletic association rules.

• Students enrolled in statewide virtual charter schools sponsored by the Statewide Charter School Board are prohibited from participating in Oklahoma Secondary School Activities Association activities beginning July 1, 2025, but may participate in intramural activities sponsored by their school or outside organizations.

• School athletic associations must adopt written policies requiring open records and meetings consistent with Oklahoma Open Records and Open Meeting Acts, and must allow charter and virtual charter school students to participate in interscholastic activities offered by their resident district.

• The act takes effect July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
