Engrossed Senate Bill No. 39 Summary

• Amends Section 1289.9 to add "hallucinogenic" drugs and medical marijuana to the list of substances that prohibit carrying weapons, but only if current effects or aftereffects impair mental, emotional, or physical processes resulting in abnormal behavior.

• Modifies Section 1290.10 by clarifying that medical marijuana patient license holders cannot be denied a handgun license solely based on lawful possession of a medical marijuana patient license.

• Updates Section 1290.11 to prohibit the Oklahoma State Bureau of Investigation from denying an otherwise qualified applicant from obtaining a handgun license solely because the applicant lawfully holds a medical marijuana patient license.

• Adds language clarification throughout changing "Ineligible" to "Ineligibility" and updating terminology related to victim protection orders and domestic abuse definitions.

• Becomes effective November 1, 2025.
