Extends the sunset date for the Oklahoma Board of Licensed Alcohol and Drug Counselors from July 1, 2025 to July 1, 2028 under the Oklahoma Sunset Law.

Maintains the Board's composition of seven members appointed by the Governor with Senate approval, including six alcohol and drug counselors and one public member.

Requires five board members to hold master's or higher degrees and one member to hold a bachelor's degree as their highest degree.

Updates statutory language by changing "Counselors" to "Counselor" in references to the Oklahoma Drug and Alcohol Professional Counselor Association and "Treatment" to "Transformation" in the Oklahoma Citizen Advocates for Recovery and Treatment Transformation Association.

Becomes effective July 1, 2025, with an emergency declaration to take effect immediately upon passage and approval.
