Prohibits 21 substances from being used as food additives or color additives in Oklahoma starting January 15, 2027, including aspartame, Red dye 3, Red dye 40, Yellow dye 5, Yellow dye 6, titanium dioxide, sodium benzoate, BHA, BHT, and potassium bromate

Extends the ban to additives used in ingestible drugs beginning January 18, 2028

Requires immediate disclosure upon the act's effective date (November 1, 2025) of any listed substances on product labels, websites, or via QR codes, with conspicuous consumer warnings

Authorizes the State Board of Agriculture to issue stop-sale orders and the Department of Agriculture to assess administrative penalties of $5,000 for subsequent violations, with fines deposited into the Oklahoma Farm to School Program Act

Effective date is November 1, 2025, with the State Board of Agriculture directed to promulgate implementing rules
