Amends 47 O.S. 2021, Section 804 to establish licensing requirements for commercial driver training instructors through Service Oklahoma in conjunction with the Department of Public Safety

Requires instructor license applicants to have either 3 years of verifiable commercial driving experience within 10 years of application, or 3 years of verifiable experience as an instructor at a commercial driver training school within 10 years of application

Authorizes Service Oklahoma and the Department of Public Safety to establish rules addressing moral character, physical condition, knowledge of courses and motor vehicle laws, previous employment records, and other matters for public protection

Declares an emergency effective immediately upon passage and approval
