SB 403 Summary

• Amends county purchasing laws to modify bidding requirements and exceptions for county purchases and lease-purchase agreements under 19 O.S. Sections 1501 and 1505

• Raises the bid threshold from $10,000 to $25,000 per department for purchases exempt from competitive bidding, with prohibition on splitting purchase orders to circumvent the limit and misdemeanor penalty for violations

• Increases the repair threshold for heavy equipment (over 10,000 pounds) from $10,000 to $30,000 before competitive bidding is required

• Adds emergency purchase authority allowing the district attorney to temporarily waive competitive bidding when the Governor declares a county emergency

• Updates statutory language, references, and procedures for county purchasing agents regarding vendor selection, bid notification, and notification to bidders; effective November 1, 2025
