Requires school districts to designate at least one counselor or teacher at each school site as an Oklahoma Higher Learning Access Program contact person to evaluate eighth through eleventh grade students annually for program eligibility.

Directs contact persons to make potentially eligible students and their parents aware of the opportunity to participate in the program based on financial need and other eligibility criteria.

Maintains existing financial need thresholds with income limits ranging from $55,000 to $200,000 per year depending on student age, adoption status, and number of dependent children.

Students must agree to regular school attendance, homework completion, substance abuse abstinence, avoidance of crimes or delinquent acts, and participation in program activities to maintain eligibility and receive awards.

Becomes effective July 1, 2025, with an emergency declaration allowing immediate implementation upon passage and approval.
