• Requires written parental consent before students can participate in comprehensive sexual education or sexual risk reduction instruction, and requires school districts to notify parents in advance of any sexuality-related instruction in non-formal sex education courses.

• Mandates that all sex education curriculum and materials be available on school district websites for parental inspection and that district boards adopt procedures to obtain written parental consent prior to instruction.

• Restricts sex education classes to be taught only by certified teachers employed by the school district and prohibits outside organizations, including county health departments, from leading such classes or programs.

• Limits sex education textbooks and instructional materials to those on the State Textbook Committee's approved list and prohibits school districts from using state funds to purchase unapproved materials.

• Takes effect July 1, 2025, with an emergency declaration for immediate implementation.
