Prohibits utilities operating in Oklahoma from holding landlords liable for bills, fees, or charges for services accrued by tenants occupying residential or nonresidential properties.

Defines "landlord" as the owner, lessor, or sublessor of residential or nonresidential property, including managers who fail to comply with disclosure provisions under Section 116 of Title 41.

Defines "tenant" as any person entitled under a rental agreement to occupy a residential or nonresidential property.

Defines "utility" to include corporations, associations, companies, and governmental entities that supply gas, electric current, heat, light, or water for public or domestic use.

Takes effect November 1, 2025, and is codified as Section 301 of Title 41 of the Oklahoma Statutes.
