Nonresident hunters must schedule with the Department of Wildlife Conservation and receive written authorization to hunt, kill, or trap wildlife on state or federal wildlife refuges and Wildlife Management Areas.

Oklahoma Wildlife Conservation Commission shall create a lottery system to distribute permits to nonresidents and charge a permit fee not to exceed $100.

Lake Murray State Park is excluded from hunting and trapping activities and remains a wildlife preserve.

First violation penalties include fines of $100-$1,000 and/or 10-30 days county jail imprisonment; subsequent violations result in suspension of hunting privileges at affected areas.

Act becomes effective November 1, 2025.
