Reduces school grading scale from five letter grades (A-F) to four letter grades (A, B, C, and failure to make adequate progress in need of support), with revised definitions for each grade.

Removes the authority of the State Board of Education to adopt alternative accountability systems for statewide virtual charter schools, while maintaining alternate systems for alternative education programs and early childhood schools.

Requires academic measures for elementary and middle schools to include measures empowering parents or legal guardians to support learning outside of school.

Expands the additional school quality measure to include specific strategies for school-based social support services (community-based counseling, family support services, health care, eye care, dental care, and food) based on parent engagement, surveys, and town halls.

Becomes effective July 1, 2025, with an emergency clause declaring immediate effect upon passage and approval.
