SB 455 Summary

• Amends 10A O.S. 2021, Section 1-1-105 to modify and update definitions used throughout the Oklahoma Children's Code

• Updates terminology and phrasing across 75 definitions related to child welfare, including abandonment, abuse, neglect, custody, foster care, and trafficking

• Adds "felt safety" as a new definition related to a child's internal sense of security and freedom from anticipated harm based on their relationship with primary caregivers

• Clarifies that children engaging in age-appropriate independent activities (walking to school, outdoor play, remaining home unattended) does not constitute neglect unless a caregiver willfully disregards harm

• Becomes effective November 1, 2025
