Modifies the Oklahoma Emission Reduction Technology Rebate Program to clarify that documentation must be submitted within six (6) months after the end of the fiscal year in which the qualified Emission Reduction Project was completed, rather than when expenditures were made.

Requires all rebate payment applications to be submitted to the Department of Environmental Quality no later than six (6) months prior to the date of program cessation as provided in Section 55012.

Maintains existing eligibility requirements including filed Oklahoma tax returns, general liability insurance with minimum coverage of $1,000,000, and workers' compensation policy with employer's liability coverage.

Allows the Department of Environmental Quality to establish an alternative process for preliminary review and approval of rebate applications prior to expenditure of project funds, subject to final approval.

Becomes effective July 1, 2025, with emergency declaration for immediate implementation.
