Entities receiving funding under the Rural Economic Action Plan of 1996 must develop a plan to measure the qualitative effects of funded projects using inquiries or surveys of the public, local governments, or municipalities

Each funded entity must submit a report to the Oklahoma Department of Commerce by January 1, 2028 detailing the qualitative effects of at least two projects that received Rural Economic Action Plan funding

Expenditures for creating the measurement plan and report must be paid using initial planning expenditure payments authorized under Oklahoma Statutes Title 62, Section 2011(C)

The act becomes effective November 1, 2025
