Amends the definition of "public utility" under Oklahoma law to exclude entities engaged in green hydrogen electricity production that furnish electric service only to themselves, affiliates, or tenants on the same premises, or through contracts with public utilities/rural cooperatives for specific customers.

Prohibits public utilities from being required to serve customers receiving electric service from green hydrogen production entities described in the bill.

Requires any green hydrogen electricity project to include a natural gas component in their power generation capacity.

Preserves the right of any party to assert legal claims under Oklahoma law, including filings with the Corporation Commission, regarding these exemptions.

Effective July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
