Prohibits public employees of state agencies, political subdivisions, and school districts from speaking on or participating in protests on matters of larger societal significance during normal work hours, unless they use annual leave and the activity does not create undue burden on workplace efficiency.

Allows public employees to engage in protest activities during work hours if they use annual leave and the conduct does not disrupt the employer's interests in an efficient, disruption-free workplace.

Prohibits public employees from using state-owned, -leased, or -funded assets and equipment for protest activities, including computer equipment, vehicles, school buses, food, sound equipment, and materials with employer emblems.

Permits use of public assets only for school events or purposes explicitly outlined in the employee's job description.

Becomes effective July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
