SB 483 Summary

• County commissioners are authorized to establish voluntary relocation assistance programs that provide travel and relocation support to eligible homeless persons traveling to destinations where they have family, employers, or other willing supporters.

• Individuals are ineligible if they are on parole/probation without approval, unable to travel alone due to disability or safety risk, not sober or unable to abstain from alcohol/drugs during travel, have participated in a state relocation program within the previous 2 years, are not homeless, or are minors traveling without a parent or guardian.

• Before providing transportation, county commissioners or designated employees must make direct contact with the receiving family member, employer, or other person to obtain written attestation of willingness to support the participant, and must attempt to contact participants within 90 days to verify they retained housing.

• Counties conducting relocation assistance programs are granted immunity from liability for any claims of injuries or damages.

• The act defines "homeless person" to include those lacking fixed nighttime residence, living in shelters, sleeping in unsuitable places, or lacking normal accommodations due to violence or threats from a cohabitant, and becomes effective November 1, 2025.
