Amends 47 O.S. 2021, Section 804 to require Service Oklahoma, in conjunction with the Department of Public Safety, to promulgate rules for driver education instructor licenses.

Specifies that instructor license rules must address moral character, physical condition, knowledge of instruction courses, motor vehicle laws and safety principles, and previous personnel and employment records.

Requires Service Oklahoma, in conjunction with the State Department of Rehabilitation Services, to promulgate rules allowing instructors to teach individuals who must operate modified motor vehicles due to injury, disability, or other circumstances.

Declares an emergency, making the act effective immediately upon passage and approval.
