Senate Bill 491 Summary

• Amends Oklahoma's Open Meeting Act (25 O.S. 2021, Section 307) to authorize executive sessions for discussion of sale, purchase, lease, acquisition, or appraisal of real property by public bodies.

• Restricts participation in executive sessions for real property transactions to members of the public body, the public body's attorney, and immediate staff, excluding any person who may profit directly or indirectly from the transaction unless operating under an existing representation agreement.

• Applies the same participant restrictions to executive sessions for contract negotiations involving State Board of Corrections approval, prohibiting those who may profit from proposed transactions.

• Adds the Sexual Assault Forensic Evidence (SAFE) Board to the list of public bodies authorized to hold executive sessions under specific circumstances.

• Becomes effective November 1, 2025.
