Establishes 18 years of age as the minimum age to marry in Oklahoma with no exceptions for parental or judicial consent.

Removes all current exceptions that previously allowed minors under 18 to marry with parental consent, court authorization, or other special circumstances.

Retains a separate prohibition on marriage for persons under 16 years old, which can only be authorized by court in cases of seduction/paternity settlements or pregnancy with parental/guardian presence.

Prohibits parents or guardians of children in custody of the Department of Human Services or Department of Juvenile Justice from consenting to marriage of such minors.

Becomes effective November 1, 2025.
