Senate Bill 506 Summary

• School districts must process written requests to initiate or terminate payroll deductions for professional organization dues and political contributions within 5 business days or by the next pay period, whichever is earlier, including requests submitted by email or fax.

• Payroll deductions cannot exceed one year without reauthorization, and school districts cannot make advance payments or allow debt to accrue after an employee requests termination.

• School districts must use a Secretary of Education-prescribed form containing a fourteen-point boldface statement informing employees of their First Amendment right to refrain from joining organizations and that membership and contributions are voluntary.

• Authorization forms must include the employee's full name, position, professional organization, and signature; school districts must confirm authorization via the employee's school-provided email before starting deductions.

• Authorizations automatically expire at the start of the first full pay period each school year unless reauthorized during the previous school year, and school districts that fail to terminate deductions must immediately reimburse employees with the amount doubling every 30 days until paid.
