Amends the minimum salary schedule for certified personnel in Oklahoma public schools beginning with the 2023-2024 school year, establishing salary ranges from $39,601 to $60,395 based on years of experience and education level (Bachelor's degree, National Board Certification, Master's degree, or Doctor's degree).

Modifies the credit for military service, allowing up to 10 years of active duty credit for state salary increments (previously 5 years) while maintaining the 5-year limit for retirement purposes.

Extends salary increase eligibility to classroom instructional employees of technology center school districts, correctional teachers and vocational instructors in the Department of Corrections, Office of Juvenile Affairs teachers, and State Department of Rehabilitation Services teachers.

Requires school districts to provide written notification to teachers at least 30 days in advance if retirement benefits will result in a salary below the minimum schedule.

Takes effect July 1, 2025, with an emergency declaration allowing immediate implementation upon passage and approval.
