Prohibits the Governor and state/local officials from suspending the sale, ownership, possession, transportation, carrying, transfer, and storage of firearms, ammunition, and ammunition accessories during a declared state of emergency, provided they are otherwise legal under state law.

Prohibits the Governor and state/local officials from restricting any activity in places of worship during a declared state of emergency that is otherwise legal under state law.

Allows individuals aggrieved by violations of these prohibitions to seek relief in court against any person or official of a municipality, county, political subdivision, or state entity responsible for the violation.

Provides that individuals whose firearms or ammunition are seized or confiscated in violation of the bill may bring an action for return in district court of the county where they reside or where the firearm is located, with courts required to award costs and reasonable attorney fees to the prevailing plaintiff.

The act becomes effective November 1, 2025.
