Requires the registrar to record the date complaints are received against roofing contractors and process complaints according to law, with notation entered in the contractor's individual record.

Requires the registrar to notify roofing contractors of complaints within 5 days and allow 10 days for written response; contractors must respond and response outcome must be recorded.

Authorizes referral of complaints to district attorneys regardless of whether the contractor ceases unlawful practice, with the Board able to assist in investigations if requested.

Modernizes the direct access verification system to confirm roofing contractor registration status and include complaint history, contractor responses, court dispositions, and criminal conviction records accessible to city, county, state enforcement officials and the public.

Becomes effective November 1, 2025.
