• Authorizes the Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission to regulate used powersports vehicle dealers, defining them as persons in the business of selling motorcycles, scooters, mopeds, all-terrain vehicles, and utility vehicles required to be registered under state law.

• Requires used powersports vehicle dealers to obtain a license ($500.00 initial fee, $250.00 renewal), maintain a $25,000.00 bond, and carry minimum $25,000.00 single liability insurance coverage.

• Adds used powersports vehicle dealers to Commission licensing authority and enforcement provisions, including grounds for license denial, revocation, or suspension for violations similar to used motor vehicle dealers.

• Amends the Commission's membership composition to include representation from the used powersports vehicle industry among the minimum five members engaged in vehicle sales.

• Becomes effective November 1, 2025.
