SB534 Summary

• Changes "transportation license" to "transporter license" terminology and allows licensed dispensaries and transporters to deliver medical marijuana to qualified veterans with a 100% disability rating and current Veterans Affairs Benefit Summary Letter.

• Permits medical marijuana transporter licensees to maintain multiple licensed warehouse locations with annual permits for temporary storage and distribution, provided each facility meets security requirements and is approved by the Oklahoma Medical Marijuana Authority.

• Requires inventory manifests for all medical marijuana transport to include origination point, destination, quantities, transport dates/times, and personnel signatures; mandates seven-year record retention by originating and receiving businesses.

• Establishes delivery sales requirements for veteran patients including third-party vendor platform with application download, facial recognition/3D facial mapping, driver license and patient license verification, and final verification upon delivery.

• Creates a two-year Medical Marijuana Veterans Transporter Pilot Program within the Oklahoma Medical Marijuana Authority to permit qualifying entities to transport medical marijuana to eligible veterans; effective November 1, 2025.
