Defines "vagrant" as a person who is in, remains in, or wanders about a public or private place for any illegal purpose.

Authorizes business proprietors or managers to contact law enforcement to remove a vagrant if the vagrant is within 12 feet of any doorway of the business, even if located on public property.

Requires law enforcement officers to determine through personal observation or video footage whether an accused person meets the vagrant definition before taking action.

Mandates that officers relocate confirmed vagrants to public property at least one-half mile away from the business that made the initial contact and not within one-quarter mile of any other business.

Becomes effective November 1, 2025.
