Makes it unlawful to engage in or authorize adult cabaret performances (featuring topless dancers, exotic dancers, drag performers, or similar entertainers) that are harmful to minors on public property or where minors could view them, punishable by 1-5 years imprisonment and/or $5,000-$20,000 fine.

Makes it unlawful to organize or authorize story hours on public property hosted by drag performers whose performance is harmful to minors, punishable by up to 1 year in county jail and/or $500-$1,000 fine.

Defines "harmful to minors" by reference to existing Oklahoma law (Section 1040.75 of Title 21) and applies to minors under 18 years of age.

Preempts any conflicting ordinances, regulations, restrictions, or licenses previously adopted or issued by Oklahoma political subdivisions prior to the law's effective date.

Declares an emergency, making the law effective immediately upon passage and approval.
