SB 551 Summary

• Amends Oklahoma criminal law Section 843.5 to modify penalties for child sexual abuse of victims under 12 years old, requiring a mandatory minimum sentence of 25 years imprisonment (increased from previous provision allowing up to 1 year county jail as alternative).

• Changes child sexual exploitation of victims under 12 years old to require a minimum 25-year sentence in Department of Corrections custody, with a mandatory fine of $500-$5,000 (previously allowed county jail time as alternative).

• Establishes that persons sentenced to 2 or more years for child sexual abuse or exploitation must serve mandatory post-imprisonment supervision in addition to imprisonment, except those sentenced to life or life without parole.

• Requires juries to be informed that mandatory post-imprisonment supervision is in addition to actual imprisonment for these offenses.

• Changes terminology from "child pornography" to "sexual abuse material" throughout statute and becomes effective November 1, 2025.
