Prohibits state agencies receiving federal or state funds from using, procuring, or contracting with entities that use biotechnology equipment or services from companies designated as biotechnology companies of concern.

Takes effect upon enactment of a federal law that prohibits entities receiving federal funds from using biotechnology from companies associated with foreign adversaries.
