Replaces "salary increases" with "stipends" for teachers holding advanced ($3,000), lead ($5,000), and master ($10,000) teaching certificates, funded through state lottery dollars

Stipends will not count toward district or statutory minimum salary schedules or Teachers' Retirement System of Oklahoma contributions and benefits calculations

Teachers at schools with 40% or more economically disadvantaged students or districts with fewer than 1,000 students receive additional one-time awards: $1,500 (advanced), $2,500 (lead), or $5,000 (master)

No more than 10% of a district's teachers may be designated as advanced, lead, or master in any given school year, with designations exempt from collective bargaining

Effective July 1, 2025, with emergency clause for immediate implementation upon passage and approval
