Creates the Education Regulatory Sandbox Program allowing school districts to apply for three-year exemptions from specific state education statutory requirements or State Board of Education administrative rules to implement innovations intended to improve educational outcomes.

Prohibits exemptions from federal education requirements; applications must specify the requirement to be waived, the innovation to be implemented, and the metrics to measure educational outcome improvement.

Requires State Department of Education representatives to meet with applicant school districts, make recommendations to the State Board of Education, and requires the Board to approve or disapprove applications.

Mandates exempted school districts submit annual electronic progress reports to the State Department of Education; renewal of exemptions is prohibited if progress reports do not show evidence of the sought educational outcome improvement.

Directs the State Department of Education to submit a report to the Governor and legislature within three years detailing exemption recipients, implemented innovations, and their impact on districts, students, and staff; becomes effective July 1, 2025.
