SB 558 Summary

• Amends Oklahoma law to authorize concealed handgun carry on public college and university campuses for valid handgun license holders, with denial only allowed if licensee previously involved in violent incident or act showing reckless disregard for safety.

• Removes requirement for written consent from college/university administrators to carry concealed handguns; colleges may only prohibit carry at ticketed event venues (athletic, theatrical, musical events).

• Expands firearm carry rights on municipal zoos and parks owned/operated by public trusts or nonprofits to allow concealed (but not open) carry of handguns.

• Establishes immunity from liability for public and private colleges for accidental or self-defense firearm incidents, except for gross negligence or willful/wanton misconduct; schools not responsible for loss or damage to firearms or accessories.

• Effective date: November 1, 2025.
